Ambassador Deborah A. McCarthy is an international security strategist with over 30 years of diplomatic experience in Europe and the Americas. She is currently a Visiting Fellow at the Finnish Institute of International Affairs. She served as the U.S. Ambassador to Lithuania from 2013 to 2016.
Previously, she was the Principal Deputy Assistant Secretary of State for Economic and Business Affairs. Ms. McCarthy also served as Deputy Ambassador at the U.S. Embassies in Greece as well as Nicaragua. In Washington, she was the Deputy Assistant Secretary for Narcotics and Law Enforcement, Senior Advisor for Counter-Terrorism and Special Coordinator for Venezuela.
Other diplomatic postings include Montreal, Paris, Rome, the Dominican Republic and Haiti. She is a member of the Atlantic Council, the American Academy of Diplomacy, the International Women’s Forum and the Women’s Foreign Policy Group.
Ms. McCarthy serves on the Board of the Academy of Diplomacy, the Advisory Board of the Masters in Foreign Service Program at Georgetown University and on the Policy Council of the Una Chapman Cox Foundation.
