Colonel Keith Felter
Colonel Keith N. Felter Jr., assumed the duties of United States Senior Defense Official and Defense Attaché to Finland in 2018. Colonel Felter entered the Air Force in 1991 upon his commissioning at the United States Air Force Academy. After completing Undergraduate Pilot Training, he served as an acquisition officer at Rome Laboratory developing command and control systems for Air Operation Centers. Colonel Felter was qualified in the C-130 in 1995 and flew operationally in Germany and Japan, and then returned stateside to instruct at the C-130 Formal Training Unit. During this time, Colonel Felter deployed to the Central Command area of responsibility, serving on the staff of the Director of Mobility Forces. A distinguished graduate of the Advanced Study of Air Mobility program, Colonel Felter served as the Executive Officer to the Commander of the United States Air Force Expeditionary Center. Next, Colonel Felter returned to Japan and commanded an operational support airlift squadron. Colonel Felter next joined United States Pacific Command and served as Chief of the Joint Innovation and Experimentation Division where he led an integrated team of 60 military, civilian and contractor personnel to rapidly develop solutions for the Command’s highest priorities. Prior to this assignment, Colonel Felter was the Senior Defense Official and Defense Attaché in Baku, Azerbaijan.
